Alabama Mourns the Passing of Ed Packard, Trailblazer in Election Administration

PRATTVILLE, AL - Edward Paul Packard, a pioneering figure in Alabama's election administration and a lifelong public servant, passed away in the early morning hours of September 14, 2025, at the age of 57. Known for his integrity, intellect, and unwavering commitment to the democratic process, Packard leaves behind a legacy that shaped how elections are conducted across Alabama and beyond.

Born on February 16, 1968, at Lackland Air Force Base in San Antonio, Texas, Ed was the son of James and Nelda Packard. Though proud of his Texas roots, he grew up in the Auburn-Opelika area and remained deeply connected to Alabama throughout his life. A longtime resident of Prattville, Packard carried with him the curiosity and adaptability of an Air Force brat-traits that fueled his passion for public service and civic engagement.

A Career Dedicated to Democracy

Packard's professional journey was marked by a series of firsts. After earning a Bachelor's degree in Political Science from Auburn University in 1991, he made history in 1996 as the first person in the United States to receive a Master of Public Administration with a specialty in election administration.

His career began with Auburn University's election programs in coordination with the Alabama Secretary of State's office. He later served as an education and training specialist with the North Carolina State Board of Elections before returning to Alabama in 1997 to become Administrator of Elections. In 2013, he was appointed State Election Director, a role he held until his retirement in December 2021.

Throughout his tenure, Packard was widely respected for his deep knowledge of election law, his commitment to transparency, and his tireless efforts to ensure fair and accessible elections. His work helped modernize Alabama's election systems and trained generations of election officials across the state.

A Life of Curiosity and Compassion

Beyond his professional achievements, Packard was known for his love of photography, spontaneous road trips, and his ability to see the world from unique perspectives. Friends and family remember him as thoughtful, adventurous, and deeply loyal.

He is survived by his father, James, and stepmother, Janice Packard; his brother Jim (Debbie) Packard; and his sister Angie (Wayne) Holt. He was a beloved uncle to Katie Packard Love (David), Sarah Packard, Alex Holt, Cameron (Chelsea) Holt, Hayley Holt, and Cooper Holt. He is also survived by his Aunt Lolita, twin Uncles Ronald and Donald, Uncle George, several cousins, and a multitude of friends.

He was preceded in death by his mother, Nelda Norton Packard; his grandparents; and several aunts, uncles, and cousins.

Final Farewell

Visitation will be held on Saturday, September 20, 2025, from 2:00 to 2:45 p.m. at Ider Methodist Church in Ider, Alabama. A graveside service will follow at 3:00 p.m. at Fuller Cemetery.

In lieu of flowers, the family encourages donations to organizations that support civic education and voter engagement-causes that defined Ed Packard's life and work.
