Governor Ivey Signs Law Opening Classroom Pathway for Alabama Veterans

March 3, 2026 - MONTGOMERY, Ala. - Alabama veterans will soon have a new opportunity to continue their service in the state's classrooms. Governor Kay Ivey on Tuesday signed Senate Bill 149 into law, creating a temporary teaching certificate designed specifically for former service members and marking one of her key legislative priorities for the 2026 session.

The new law establishes the Military Veteran Temporary Teaching Certificate, a credential that allows eligible veterans to teach in Alabama schools even if they have not yet completed a bachelor's degree. State leaders say the measure is intended to strengthen the teacher pipeline, address ongoing workforce shortages, and expand career pathways for veterans transitioning into civilian life.

A New Avenue for Service

Governor Ivey framed the legislation as an extension of Alabama's longstanding commitment to military families.

"Service is woven into the fabric of who we are as a state and as a nation, and by signing this bill into law, we are ensuring opportunity follows sacrifice," Ivey said. "Our veterans have already answered the brave call to serve our country. Now, as America nears its 250th year, we are creating a pathway for our heroes to answer a new call – guiding students, filling critical teacher shortages and continuing their mission of service right here at home. This is good for our veterans, and it is especially good for our young people who will learn from their leadership and example."

Legislative Support

SB149 was sponsored by Sen. Matt Woods and Rep. Rick Rehm, both of whom emphasized the value veterans bring to Alabama classrooms.

"Today marks a major step forward not only for our veterans, but also for Alabama's entire education system," Woods said. "By signing SB149 into law, we are building a pathway for our veterans to bring their leadership, experience and real-world knowledge back into our communities."

Rehm echoed that message, noting the dual benefit for schools and service members.

"The final passage of the Military Veteran Temporary Teaching Certificate is a meaningful step forward for both our students and those who have served our country," he said. "Veterans bring proven leadership, accountability and a mission-driven mindset to the classroom."

Eligibility Requirements

Under the new law, the Alabama State Department of Education (ALSDE) may issue the temporary certificate to veterans who meet the following criteria:

- Document 48 months of active-duty service with an honorable discharge or medical separation

- Pass a background check

- Receive a recommendation from a local superintendent or private K–12 administrator

- Complete 60 college credit hours with a minimum 2.5 GPA

- Earn a passing score on the Praxis exam required for Alabama educator certification

The certificate will be nonrenewable and valid for five years.

Part of a Broader Veterans Initiative

Governor Ivey has repeatedly stated her goal of making Alabama the most military‑ and veteran‑friendly state in the nation. SB149 adds to a growing list of policies aimed at expanding career opportunities, easing transitions into civilian life, and strengthening support systems for veterans and their families.

The law will take effect October 1, 2026.
