North Alabama PAC, Gambling Interests, and BCA Line Up Behind Givan's Primary Opponent

In a move reshaping one of the most closely watched Democratic primaries in the state, a North Alabama‑based political action committee - along with gambling‑aligned donors and the Business Council of Alabama - is throwing its support behind the challenger to longtime Birmingham Rep. Juandalynn Givan (D-Birmingham). Alicia Ruth Lumpkin has raised over $219,000 - an incredible amount for a state house seat. Lumpkin's ads are playing almost continuously on urban radio stations in the Birmingham area.

The financial backing marks a significant intervention by outside interests in a race that has historically been dominated by local political dynamics. Givan, who has represented House District 60 since 2010, now faces a well‑funded opponent benefiting from groups that rarely engage in Democratic legislative primaries at this scale.

North Alabama PAC Steps In

Campaign finance reports show that a North Alabama PAC, typically active in Republican primaries and business‑aligned causes, has begun investing in the race. North Alabama PAC is run by career Alabama political operative Steve Raby. Raby has served the last two Speakers of the Alabama House of Representatives - Mac McCutcheon (Monrovia) and Nathaniel Ledbetter (Rainsville) - BOTH Republicans. In an election cycle where corrupt out of state gambling interests have plowed an incredible $45 million into races all over the state and GOP incumbents like Jim Carns (Vestavia Hills), Matt Simpson (Daphne), Phillip Pettus (Killen), and more are facing stiff challengers the Speaker'forces would not be playing in a Democratic primary - but 2026 is not a typical election.

The PAC's involvement has raised eyebrows among Democratic activists who view the move as an attempt to influence the ideological direction of the party.

Gambling Interests Join the Effort

Several donors connected to Alabama's gambling and gaming sector have also contributed to Givan's opponent. The gambling industry has been increasingly active this cycle as lawmakers debate competing lottery and casino proposals - legislation in which Givan has been an outspoken and sometimes unpredictable voice.

Political observers note that gambling interests have spent heavily this year to shape the Legislature ahead of any renewed gaming negotiations in 2027.

BCA's Support Signals Broader Business Engagement

The Business Council of Alabama, one of the state's most influential business groups, has also aligned with Givan's challenger. BCA rarely invests in Democratic primaries unless the organization sees a strategic opportunity to influence committee dynamics or policy outcomes.
