Passing the "Big Beautiful Bill" could eliminate federal funding for Planned Parenthood

June 15, 2025 – WASHINGTON, D.C. – President Donald J. Trump's (R) "Big Beautiful Bill" would make tax cuts permanent for 80 percent of Americans, keep the government funded through the end of the fiscal year, and it would also finally Defund Planned Parenthood – the nation's largest abortion provider, which relies on tens of millions of dollars of subsidies from taxpayers to pay for its ongoing operations.

On page 339 of the House version of the bill, Republicans included a provision that prohibits Medicaid funding from going to any sexual and reproductive health clinics that provide abortions and received more than $1 million in federal and state Medicaid funding in fiscal year 2024. While not specifically naming Planned Parenthood that effectively is targeting the abortion provider.

U.S. Senator Josh Harley (R-Missouri) introduced legislation in January to defund the abortion provider.

"Americans have long made it clear that they oppose taxpayer-funded abortions. But the Biden Administration has plowed forward, ensuring that Planned Parenthood and its affiliates receive tens of millions of dollars annually in federal grants," Senator Hawley said. "It's high time we ended federal support for Planned Parenthood and the abortion industry. My legislation defends the unborn and upholds the will of the American people."

Planned Parenthood says that it does not use the money to provide abortions; because that is forbidden by federal law - but the clinics do rely heavily on Medicaid funding to provide reproductive healthcare, contraception, treatment for sexually transmitted infections, cancer screenings, and contraceptives.

Planned Parenthood claims that if they are cut off from their federal subsidies that hundreds of their clinics will close. The organization reported over $2 billion in income and over $2.5 billion in assets in 2022-2023.

Critics of the abortion provider point out that every healthcare related service performed by Planned Parenthood is available from numerous other healthcare provider.

According to the Charlotte Lozier Institute, Planned Parenthood performed a record 402,230 abortions in 2022-23 killing over 400,000 preborn Americans. This is an increase of over 9,500 (2%) from the previous year, and an increase of 23% since 2013.

The legislation is now being considered by the U.S. Senate. The Senate is likely to make changes to the bill. Pro-Life advocates are urging their Senators to leave the defunding Planned Parenthood provision in the final bill.
