Rogers praises Committee vote to pass the FY26 NDAA

July 15, 2025 - WASHINGTON, D.C. – The House Armed Services Committee passed a bipartisan version of H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (FY26 SPEED and NDAA). Congressman Mike Rogers (R-Saks) is the chairman of the committee. He released a statement praising the bipartisan vote.

or decades, American deterrence has protected our homeland and been a powerful force for peace," said Chairman Rogers. "At a time when global threats are rapidly evolving and becoming more complex, it's never been more important to have a ready, lethal, and capable fighting force."

"Equipping an innovative and agile military requires an efficient and streamlined acquisition process," said Rep. Rogers. "The FY26 NDAA supports modernization and fundamentally reforms defense acquisition by cutting red tape, eliminating bureaucratic hurdles, and encouraging innovation. It refocuses acquisition on its most important mission: getting our warfighters what they need when they need it."

"This legislation builds on the wins from the One Big, Beautiful Bill – revitalizing our defense industrial base, improving our servicemembers' quality of life, and building out our readiness capabilities," continued Rogers. "I'm eager to move this bill forward to strengthen America's national security."

During the markup of the NDAA Rogers said that the bill would improve defense acquisitions.

"The bipartisan SPEED Act that the Ranking Member and I introduced will fundamentally reform defense acquisition," said Chairman Rogers. "It streamlines the process and significantly reduces the time it takes to field new military capabilities. Reforming our acquisition system and investing in enhanced capabilities is critical to deterring our adversaries."

"It is a strong bill that will help reform the acquisition system, revitalize the defense industrial base, and build the ready, capable, and lethal fighting force we need to deter China and our other adversaries," said Rogers. "

There were over 700 amendments to the bill that the committee had to work through.

Partisans from both sides are likely to try to add partisan planks to the legislation when the bill comes to the House floor.

Congressman Rogers has represented Alabama's Third Congressional District since his election in 2002.
