Jerry Carl Announces Bid to Reclaim Alabama's First Congressional District

August 18, 2025 - FOLEY, AL - Former U.S. Representative Jerry Carl has officially launched his campaign to return to Congress, announcing Monday that he will seek the Republican nomination for Alabama's First Congressional District in 2026. The announcement comes just days after Rep. Barry Moore declared his candidacy for the U.S. Senate, leaving the seat open and setting the stage for a high-profile GOP primary.

Carl, who previously represented District 1 from 2021 to 2025, lost his seat in the 2024 Republican primary after redistricting forced him into a head-to-head contest with Moore. Now, with Moore pursuing statewide office, Carl is positioning himself as the experienced conservative ready to reclaim the district and "advance President Trump's America First agenda".

Carl's Statement: Faith, Family, and Trump-Aligned Conservatism

In a written statement, Carl said his decision followed "prayerful reflection and heartfelt discussions with family and friends." He emphasized his commitment to conservative values, border security, and fiscal restraint.

Carl also praised the district's unique blend of geography and industry - from the Gulf Coast to the Wiregrass - and pledged to represent its values with integrity and accountability.

District 1: A Shifting Political Landscape

Alabama's First Congressional District underwent significant changes following a 2023 federal court ruling that mandated the creation of a second majority-Black district. The redrawn map pushed Moore, previously of District 2, into District 1, setting up the unusual 2024 primary between two sitting Republican congressmen.

Moore ultimately won the seat and is now running to replace Sen. Tommy Tuberville, who is stepping down to pursue the governorship. Carl's reentry into the race reopens a district that spans from the Alabama Gulf Coast westward to Covington County and the Wiregrass region.

Looking Ahead to 2026

The Republican primary for Alabama's First District is scheduled for May 19, 2026, with the general election set for November 3. Carl is expected to face competition from other GOP hopefuls, though no other candidates have formally announced as of August 18.

Political observers note that Carl's early entry and alignment with Trump could give him an edge in a district that remains solidly Republican. His previous tenure in Congress included work on veterans' issues, infrastructure, and coastal resilience - all key concerns for South Alabama voters.
